1. Key Points of the Clause
ISO 9001:2015 Clause 7.1 "Resources" is a set of supporting requirements. 7.1.1 General states: The organization shall determine and provide the resources needed to establish, implement, maintain, and continuously improve the quality management system (QMS) and its processes; when determining and providing resources, the organization should consider the capabilities and limitations of existing internal resources, as well as resources that need to be obtained from external suppliers. 7.1.2 Personnel: The organization shall determine and provide the necessary personnel to effectively implement the QMS and operate and control its processes. 7.1.3 Infrastructure: The organization shall determine, provide, and maintain the necessary infrastructure to operate processes and achieve conforming products and services. Infrastructure can include buildings and related facilities, equipment (including hardware and software), transportation resources, and information and communication technology. 7.1.4 Process Operating Environment: The organization shall determine, provide, and maintain the necessary environment to operate processes and achieve conforming products and services. The environment is a combination of physical, social, and psychological factors. 7.1.5 Monitoring and Measurement Resources: When monitoring or measurement is used to verify the conformity of products and services, the organization shall determine and provide the necessary resources to ensure they are suitable for the monitoring and measurement activities and are maintained, and retain documented information as evidence. When measurement traceability is required, measurement equipment should be calibrated or verified against traceable standards at specified intervals or before use, and be labeled and protected. If the equipment is found to be unfit for its intended purpose, the validity of previous measurement results should be evaluated. Additionally, 7.1.6 requires the organization to determine and maintain "organizational knowledge." Compared to the 2008 version, which scattered these requirements across infrastructure and work environment clauses, the 2015 version consolidates resources into Chapter 7 "Support" and introduces "organizational knowledge," making the logic more complete.
2. Interpretation of Intent
Why does the standard dedicate a chapter to "resources"? First, processes do not run in a vacuum. ISO 9001 manages quality through a process approach, and personnel, facilities, environment, and measurement equipment are the input conditions for process operation. Without resource assurance, process capability is impossible to discuss, and the process approach would be nothing more than a flowchart. Second, the key term in 7.1.1 is "determine" rather than "provide" — the organization must "balance the books" based on objectives, process needs, and internal and external environments. 3. Practical Implementation
To solidify the implementation of 7.1, follow these five steps. Second, integrate personnel configuration with competence: Clearly define the staffing, job qualifications, and backup for key positions. After personnel are in place, establish a competence evidence chain (training, assessment, practical operation, certification) according to 7.2, and identify and control the competence requirements for temporary workers and outsourced personnel. Third, manage infrastructure and process environment: Establish an inventory and maintenance plan for equipment and facilities, and conduct capability verification for key equipment with documentation. Identify and monitor environmental parameters that affect product conformity, and retain records. Also, pay attention to social and psychological factors such as shift scheduling and fatigue prevention. Fourth, manage monitoring and measurement resources throughout the process: Establish an inventory and calibration plan for measuring tools, and calibrate them at specified intervals or before use. Ensure that the inventory, physical tools, labels, and certificates are consistent, and that calibration results are traceable to national or international standards. Protect the tools from damage due to collision, moisture, and excessive temperature. Fifth, establish an abnormal traceability and dynamic review system: Once a measuring tool is found to be inaccurate, immediately stop using it, isolate it, and trace back to the products measured since the last calibration. Evaluate the validity of the measurements and take appropriate actions. Incorporate resource changes into 6.3 change planning, and periodically reassess resource planning as objectives and scale change.
4. Auditor's Perspective
When auditing Clause 7.1, common findings and misconceptions often fall into several categories. First, "staffing without competence evidence": The organizational chart shows all positions are filled, but the job qualifications, training records, and certification for key positions are missing, or outsourced and dispatched personnel are completely out of control, leading to simultaneous doubts about 7.1.2 and 7.2. Second, "equipment inventory does not match the site": The inventory lists equipment that cannot be found on-site, and equipment in use is not listed in the inventory. Key equipment lacks maintenance records and capability verification, and issues often only become apparent when customer complaints or batch nonconformities arise. Third, "environmental requirements identified but not managed": The document specifies the temperature and humidity range for the workshop, but there are no monitoring devices or records on-site. Broken air conditioning and dehumidification equipment are not reported for repair, a typical case of "written on paper, forgotten on-site." Fourth, "loss of control over monitoring and measurement resources": Measuring tools are used beyond their calibration period, lack calibration status labels, and calibration certificates cannot be traced. The most serious issue is failing to trace back to released products or evaluate previous measurement results when a tool is found to be inaccurate, directly violating 7.1.5.2. Fifth, treating 7.1 as a "logistical matter": Records are only hastily supplemented before audits, and resource planning is disconnected from quality objectives and process needs, making the "determine" requirement of 7.1.1 a mere formality. It is important to clarify that auditors do not demand that companies have "more resources," but rather that resource identification is based on evidence, provision is adequate, maintenance is continuous, and inaccuracy is handled in a closed loop. Resource levels can vary significantly among companies of different sizes and industries, but the logical chain of "identification—provision—maintenance—traceability" must be complete.
5. Self-Inspection Checklist
- Have resource needs been identified based on process requirements and 6.2 quality objectives, and is there a comparison record of "needs—current status—gaps—acquisition"?
