1. Why is the "Gap" in the Quality Department Becoming More Common?
The quality director of a certain equipment manufacturing company has been very troubled recently: the quality department has over forty people, with the average age of key engineers being forty-three. This results in a typical gap structure—large at both ends, empty in the middle: one end consists of experienced experts who are about to retire, and the other end consists of new hires who cannot yet work independently. The middle layer, which is the most capable of handling the workload, is extremely thin.
The gap does not form overnight and will not disappear on its own. To address the root cause, it is not about increasing the recruitment budget, but transforming "judging people by feeling" into "judging people by models"—using position competency models to conduct a thorough talent inventory, identify gaps, clarify differences, and target specific positions for succession. 2. How Does the Gap Form? —— Four Major Issues
First, diagnose the problem, then prescribe a solution. The gap in quality talent is typically formed by the叠加 of four major issues.
Issue One: Recruitment Difficulty. Quality positions are less attractive in the talent market compared to R&D and process engineering, with insufficient salary competitiveness. Issue Four: Inadequate Knowledge Transfer. The experience of senior experts is all in their heads and has not been documented into standard work instructions, case libraries, or mentoring mechanisms. When these experts leave, their experience goes with them, and new hires have to start from scratch, repeating the same learning curve.
The common root of these four issues is that the quality department has never conducted a systematic talent inventory—not knowing what capabilities each position requires, how much the current staff lacks, who will leave in three years, and who will fill the gaps. Position competency models are the benchmark for solving this problem.
3. Step One: Use Competency Models to Define "Standard Profiles" for Each Position
To conduct a talent inventory, you need a "ruler." This ruler is the position competency model: breaking down the capabilities required for each quality position into measurable and evaluable items.
Building the model does not require a comprehensive and exhaustive approach; focusing on three dimensions is sufficient. First, Professional Competence: essential knowledge and skills for the position, such as IQC inspectors needing to master sampling plans, gauge usage, and nonconforming product handling; SQEs needing to master supplier audits, PPAP, and 8D coaching. Second, Method and Tool Competence: the level of proficiency in problem-solving tools (5Why, fishbone diagram, FMEA) and statistical tools (SPC, MSA, Cpk), divided into four levels: "awareness," "application," "proficiency," and "teaching." Third, General Competence: communication and coordination, cross-departmental collaboration, report writing, and risk awareness, with a particular emphasis on the ability to "drive others to change" in quality roles.
To implement the model, three points must be achieved: first, clear grading—each capability should have a clear behavioral description of what qualifies as "competent," avoiding vague terms like "good" or "strong"; second, practical alignment—the model should be based on the company's products, processes, and customer requirements, rather than copying generic templates from consulting firms; third, dynamic updates—the model should be reviewed and updated every six months to align with business changes. A certain electronics company spent two weeks building a competency model for 12 quality positions through "job descriptions + interviews with key personnel + analysis of customer complaints," with each position having 8 to 12 capabilities, each graded on a four-level scale—this became the benchmark for all subsequent inventories.
4. Step Two: Competency Inventory, Turning "Feeling Short of People" into "Data-Driven Shortage"
With the model in place, a comprehensive inventory can be conducted. It is recommended to use a competency matrix + nine-box grid combination: the horizontal axis lists the competency items for each position, the vertical axis lists the individuals, and the intersecting cells fill in the individual's competency level. The nine-box grid then plots individuals based on "competency level × potential," making the results clear at a glance.
To ensure the inventory is accurate, the key is the evaluation method. Self-assessment + superior assessment + cross-verification should be combined: self-assessment helps individuals identify gaps against the model, superior assessment calibrates the results, and cross-verification prevents "nice guy scoring." For key positions, an additional on-site practical verification can be added—having SQE candidates present the key points of a supplier audit on-site, or having PQE candidates analyze a set of nonconforming data, which is more reliable than filling out forms.
The inventory outputs three lists. Shortage List: the number of people currently meeting the competency threshold for each item and the number of people lacking, clearly identifying "which capability is the most scarce." Single-Point Risk List: which positions can only be handled by one person, and will stall if they take leave or leave—this is the risk that needs to be addressed first. Succession List: identifying 1 to 2 potential successors for each key position and their gaps, based on the nine-box grid. Training should be precise, targeting individuals and specific capabilities: if someone lacks FMEA, they should learn FMEA; if someone lacks communication skills, they should practice communication, rather than everyone attending a large group class. More effective is practical experience—placing new hires in real projects, assigning mentors, and using "learning by doing" to build capabilities. Remember one principle: capabilities are built through action, not through listening. A certain company stipulated that each quality engineer must lead at least one improvement project annually, with mentors providing process guidance and project results factored into promotion evaluations. After two years, the number of engineers capable of leading 8D processes increased from three to nine.
Mitigating Risks: Establish an "AB Role" Mechanism. Each key position must have a designated backup (B role), who gradually takes over through "shadow learning + phased authorization": first, they follow, then assist, and finally work independently. The AB role mechanism does not increase headcount but thoroughly eliminates single-point dependency. For positions that cannot be internally cultivated in the short term (such as senior auditors), a dual-track approach of "external recruitment + internal mentoring" can be used, bringing in one person and training a team.
Building the Succession Pipeline: Open Up Promotion Channels. The gap often exists because the middle layer is blocked—senior staff do not step down, and young people cannot move up. A clear path should be provided for young people: inspector → assistant engineer → quality engineer → senior engineer → expert/supervisor, with each level having clear competency thresholds and training resources. With a clear path, the retention issue is largely resolved.
6. Case Study: An 18-Month Plan to Fill the Gap
A certain automotive parts company's quality department once faced a typical gap: two senior SQEs were set to retire within two years, and no one in the department could independently conduct supplier audits. They followed the four steps outlined above.
Step One: Within two weeks, they built a competency model for the SQE position, locking in six core capabilities: audit planning, process audit execution, problem rectification coaching, PPAP review, supplier performance evaluation, and cross-departmental collaboration.
