One, DMAIC Project Dies Due to Unclear Charter
Six Sigma projects often drag on for 2 months in the Define phase: the scope keeps expanding, sponsors are absent, and Y definitions keep changing—Often, this is not due to the lack of Black Belt capability, but rather because the project Charter (Task Book) was not clearly written, signed off, and strictly gated at the beginning.
The Charter serves as a contract between the sponsor, finance, Master Black Belt, and team: what to do, what not to do, what success looks like, and when to stop.
Two, Ten Elements of the Charter
- Business Case (Commercial Justification): Linked to strategy/quality objectives
- Problem Statement: Observable, measurable, no cause, no solution
- Goal / Y: SMART, baseline + target + completion date
- Scope (In/Out): Process start and end, product/line, geographical scope
- Benefits (Financial/Quality): Hard benefit estimation methods
- Team & Roles: Champion, BB/GB, process Owner
- Milestone & Tollgates: Completion criteria for each phase
- Resources: Human resources, data, external support
- Risks: Unavailable data, cross-departmental resistance, etc.
- Approval: Sponsor's signature date
A one-page Charter with an appendix of data is sufficient; avoid 30-page presentations.
Three, Problem Statement Writing Template
"In the [process/product], [phenomenon] leads to [quantified impact], occurring within [time frame], limited to [In Scope]."
Negative Example: "Welding quality needs improvement." Positive Example: "On Line 3, the PPM of resistance welding defects increased from 1200 to 2100 (2026Q1), causing rework costs of approximately 180,000 RMB/month, limited to the welding and air-tightness inspection processes on Line 3."
Four, Y and Operational Definition
- Y must be directly measurable (PPM, cycle time, Cpk)
- Clearly define operational definitions: who measures, what measuring tool, sampling, calculation formula
- For multi-Y projects, select a Primary Y for Tollgate, the rest as Secondary

- In the Control phase, actual vs. predicted tracking for 12 weeks
- Report hard benefits and soft benefits separately to avoid overestimation
Green Belt/Black Belt projects without benefit estimation are not initiated (except for learning projects).

The success of DMAIC is 50% determined before the Measure phase—the Charter is the decisive judge.
Before initiating the project, ask: If Y improves by only 10% after 12 weeks, would the sponsor still consider the project worthwhile? Clearly define expectations and the stop-loss line in the Charter.
